There's likely a significant difference between CA vs 49 states cats. However, once the original cat has worn off and no longer passes, a new 49 states cat is certainly better than a depleted cat and passes smog. Requiring really expensive cat/s (my 22 years old 230K miler has 2 cats) on likely 10-20+ years old vehicles seems a bit much. It's not likely said vehicles will run another 100-200K miles to require the CA cats. Passing the tail pipe should suffice but...

I feel like CARB's main source of income is extorting companies for their certification as well as fining others for selling non-CARB approved exhaust components in CA.
