Edit: For you northeners, Ladera Ranch was a good 15 miles from the closest part of the fire on Bell Ridge, and there are three other communities in between.

There was a horse rescue that did something like this last year. "Evacuated" to Del Mar, didn't follow any quarantine rules (even with obvious sick horses), took donations of tack they didn't need, took donated hay they didn't need, all while claiming they had to. The fire was no where near by, and an actual ranch did burn killing several horses and seriously injuring caretakers.
